Voluntary Recognition Scheme for FSI Technicians
Qualifications of Application
The applicants shall hold the following qualifications:-
- Skilled Worker registered under the trade of Fire Service Mechanic of the Construction Workers Registration Ordinance (Cap. 583), including:
- Fire Service Mechanic (Master)
- Fire Service Electrical Fitter
- Fire Service Mechanical Fitter; or
- 5-year working experience in FSI maintenance and repair works with employer's recommendation.
Training Programme
The VRS adopts a modular-based training programme, consisting of Core Modules and Selective Modules. Core Modules cover fundamental technical knowledge of FSI, relevant laws and guidelines, values and integrity; whilst Selective Modules are enhancement training courses focusing on individual FSI.
The aforesaid modular trainings will be given by FSD or training providers recognized by the TAC. The modular subjects endorsed by the TAC in Dec 2022 are:

Recognition Requirements
Eligible FSI practitioners who have completed two Core Modules (Module 1 and Module 2) and any one of the Selective Modules could be recognized by FSD as FSI Technicians.
Upon completion of each Selective Module, FSI Technicians could attain the recognized qualification of the respective FSI category. FSI Technicians could further enhance their professional knowledge and skills by participating in multiple Selective modules.
Application Procedures
FSI practitioners interested in becoming a recognized FSI Technicians could follow the instructions below and apply:
- Register as FSD Public Training Portal Member via https://ea.hkfsd.gov.hk/training/
- Complete the Application Form via FSD Public Training Portal and submit relevant supporting documents
- A confirmation email will be sent by FSD to the applicant upon receipt of the application.
- Applicant shall enroll in the courses held by the recognized training providers with the confirmation email from FSD.
