Introduction to the Fire Services Department Community Emergency Responder Scheme
Background
To keep pace with the ever-changing Hong Kong society, the Fire Services Department (FSD) has in recent years proactively implemented a "community-based" public safety strategy. The "Fire Services Department Community Emergency Responder (FSDCER) Scheme” is launched to optimise the existing "Fire Safety Ambassador" and "Building Fire Safety Envoy" schemes, which have been implemented for years. Our aim is to further enhance the fire safety awareness and emergency response capability of the general public. Apart from the conventional fire prevention education, the new scheme also covers two other major elements, namely response capability in case of emergencies, and the operation of automatic defibrillator (AED) and administration of cardiopulmonary resuscitation (CPR). The new scheme will not only enhance the emergency response capability of volunteers from all walks of life, but also deepen cross-sectoral collaboration with local organisations and enterprises to enhance synergy, with a view to making Hong Kong a better place to live and work.
Objective
The objective of the FSDCER Scheme is to equip members of the Hong Kong public with basic fire prevention and emergency knowledge. This is to enhance their ability and confidence in responding to emergencies such as fire, traffic accidents, drowning, hiking incidents, as well as to promote the learning of CPR and AED application in the community.
Eligibility and Mission
Members of the public aged 12 or above are welcome to participate in the Scheme, while those aged 6-11 may join as young members accompanied by their parents. Upon completion of the training, participants will be appointed by the FSD as FSDCER to carry out the following missions:
- to assist in promoting fire prevention in the community;
- to save themselves and others, and to extend a helping hand to those in need more confidently in critical incidents;
- to assist in stabilising the scene of incident and preventing the deterioration of the situation so as to facilitate rescue operation;
- to promote CPR and AED; and
- to take part in community services and assist in post-disaster recovery.
Training course and how to participate
The FSDCER Scheme is open for application to Hong Kong residents aged 12 or above, and children aged 6 to 11 may join as young members with their parents. Participants can submit the application form online, or in person to the fire stations responsible for the relevant training in various districts. Upon completion of the course, which includes e-learning and practical training, and passing the assessment, participants may be appointed as an FSDCER by the FSD.
